Under the Texas Public Information Act, I'd like to request an electronic listing of all The University of Texas Health Science Center at Houston employees.

Specifically, I'm seeking a spreadsheet, database or delimited text file(s) — not paper records or a PDF created from data — with the following fields for each employee: Name, title, department, race, gender, hire date, employment type (part-time v. full-time) and gross annual salary. If you cannot produce all of these fields, please let me know. In addition, please include any look-up tables that may be needed to interpret the data.

Pursuant to the Texas Public Information Act, Tex. Gov't Code Ann. §§ 552.001–353, I am requesting a copy of the following documents, which are related to the University of Texas Health Science Center at Houston’s (“University of Texas”) receipt of subgrants and subcontracts from Emory University (“Emory”):

  • All Request for Proposals, Request for Applications, Request for Quotes, Invitation for Bids, Request for Information, Request for White Papers, or any other request issued by Emory to the University of Texas after October 1, 2010, inviting the University of Texas to submit an application, proposal, quote, bid, white paper, or to provide information to Emory relating to the potential award of any contract, subcontract, grant, or sub-grant by Emory.

  • All proposals, quotes, bids, white papers, applications, information, or other document submitted by the University of Texas to Emory, after October 1, 2010, in response to any Request for Proposals, Request for Quotes, Invitation for Bids, Request for Information, Request for White Papers, Request for Application or any other request issued by Emory.

  • All contracts (including subcontracts) and all modifications to all contracts (including subcontracts) between the University of Texas and Emory entered into after October 1, 2010.

  • All grants or sub-grants and all modifications to all grants or sub-grants awarded by Emory to the University of Texas after October 1, 2010.

  • All documents and communications related to any audit or investigation, whether internal or external, relating to any contracts (including subcontracts) and all modifications to all contracts (including subcontracts) between the University of Texas and Emory entered into after October 1, 2010.

  • All documents and communications related to any audit or investigation, whether internal or external, relating to any grants or sub-grants and all modifications to all grants or subgrants awarded by Emory to the University of Texas after October 1, 2010.

  • All documents and communications related to the University of Texas or Emory’s compliance with Federal laws and regulations relating to any contracts (including subcontracts) and all modifications to all contracts (including subcontracts) between the University of Texas and Emory entered into after October 1, 2010.

  • All documents and communications related to the University of Texas or Emory’s compliance with Federal laws and regulations relating to any grants (including subgrants) and all modifications to all grants (including subgrants) between the University of Texas and Emory entered into after October 1, 2010.

  • All communications otherwise relating to any document responsive to any of the above requests, including, but not limited to, all communications related to the award of any contract, subcontract, grant, or sub-grant to the University of Texas by Emory and all communications related to any monies paid or provided to the University of Texas by Emory related to any contract, subcontract, grant, or sub-grant between the University of Texas and Emory.

I am writing on behalf of the Texas Association of Scholars, an affiliate of the National Association of Scholars, and an organization of academics, administrators, graduate students and others devoted to traditional liberal education and academic freedom.  As state residents, and pursuant to the Texas Open Records Act, we respectfully request a copy of your medical school’s two most recent final reports of the survey team sent by the Liaison Committee on Medical Education (“LCME”).  

LCME is the federally-recognized accreditor of schools that grant the degree of Doctor of Medicine (M.D.).  It is sponsored by the Association of American Medical Colleges and the American Medical Association.  LCME sends a survey team to each accredited medical school every eight years (or sometimes more frequently) as part of the reaccreditation process.  Pursuant to the procedures outlined in the LCME Rules of Procedure, the survey team is required to draft a report on its findings to LCME, a copy of which the medical school would ordinarily have in its possession.  

In the event that the medical school has in its possession a draft of the survey team report for the most recent survey team visit, but does not have the final version of the report (or the final version has not yet been completed), I ask for the draft report, as well as the final report immediately preceding it.
